Senior Specialist, Integration – GL E – Defined duration until April 2027The fight against HIV, TB, and malaria has been demonstrating significant progress, saving more than 65 million lives and reducing the combined death rate from the three diseases by 61% since 2002. However, with the challenging financial environment for both domestic and external Global Health funding, efficiency and sustainability of HIV, TB and malaria responses have become essential.
One important opportunity to improve efficiency and sustainability is further integration of HIV, TB, and malaria services and systems into primary health care services and health systems. Opportunities for integration vary by disease as well as countries’ specific contexts. It is critical for the Global Fund to have clear priorities and approaches to enhance integration in countries, and monitor progress and its impact on HIV, TB and malaria programmatic results, efficiency, and sustainability.The Senior Specialist will be part of the Resilient and Sustainable Systems for Health and Pandemic Preparedness and Response (RSSH-PPR) team within the Technical Advice and Partnerships (TAP) Department. Working under the oversight of the Head, RSSH-PPR, and reporting to the Deputy, RSSH-PPR, the Senior Specialist, Integration will take the lead in guiding and promoting more integrated service delivery and RSSH-PPR approaches at country level.The Senior Specialist will work as a senior member of the RSSH-PPR team, in close collaboration with the Head and Deputy Head, RSSH-PPR sub-team leads and Senior Advisors and Specialists including the new Senior Specialist, Human Resources for Health, and Sexual Reproductive Health Integration (HRH and SRH), and HIV, TB and malaria (HTM) teams including the new HIV integration program officer. The Senior Specialist will also work in close collaboration with other teams including Grant Management Division (GMD) Country Teams (CTs) and the Implementation Specialists, Integration and Quality of Services.The Senior Specialist will lead on the design and delivery of more integrated programming at a cross-portfolio level, ensuring clear communication of critical delivery and reporting milestones, and regular follow up and coordination of efforts across teams, the wider Secretariat and partners.The focus will be on HIV, tuberculosis and malaria service delivery integration into primary health care, and ensuring critical RSSH-PPR components, such as integrated data, human resources for health including community health workers, laboratory and supply chain systems, enable more integrated service delivery and improve HIV, TB and malaria health outcomes.This role will make an important contribution to the Global Fund’s objective to maximize gender equality. The post holder will work in collaboration with the Community, Rights and Gender Department to ensure meaningful integration of gender equality dimensions across the scope of work.Key ResponsibilitiesKey responsibilities of the Senior Specialist, Integration include:
- Lead an internal working group on integration that brings together:
- RSSH-PPR and HTM disease teams, including the Senior Specialist HRH and SRH Integration and the HIV integration program officer
- the Community, Rights and Gender department (CRG), GMD, including the Implementation Specialists
- the Programmatic Monitoring Department (PMD); and
- other colleagues as needed.
- Leverage the working group and work in close collaboration with teams from across the Secretariat to:
- Lead cross-portfolio analysis of the current state of integrated services and approaches funded by the Global Fund and design approaches to enhance service delivery integration in a strategic and targeted way. IThis includes alignment on focus areas, priority countries and approaches (e.g., via guidance, program essentials, funding request approaches and in-country governance engagement) and ensuring a cohesive strategy for GC8. Design approaches to increase the use and analysis of integration indicators.
- In priority countries:
- Provide technical support to CTs and Implementation Specialists, working with RSSH-PPR country focal points, HTM disease teams and CRG, on the development of intervention plans in response to the outputs of this analysis, with a focus on opportunities for more integrated approaches
- Join missions to advance and accelerate implementation
- Support design of technical assistance, drafting of concept notes and attend key review meetings
- Ensure integration indicators are included in Performance Frameworks for GC8
- Monitor cross-portfolio implementation of intervention plans against agreed milestones and report on progress through the Global Fund’s internal and external facing monitoring and oversight platforms.
- Drive partner discussions around integrated services, including through the disease situation rooms and the Gates supported HIV integration working group.
- Lead on integrated approaches through Global Fund’s engagement in the Global Fund, Gavi and the Global Financing Facility (GFF) agreed ‘Collaborative Workstreams’ on Malaria, HSS, in-country collaboration, and back of house functions. Lead the integration-related strategic and country level work emanating from these workstreams, focused on leveraging Gavi and GFF investments. A cross-cutting focus will be integrating gender equality, health equity and human rights as a key component of more people-centered approaches.
- Contribute to the revision of guidance for GC8, including the RSSH-PPR, HIV, TB and malaria information notes. Synthesize global and country-level best practices for related information notes and budgeting guidelines.
- Ensure effective communication and coordination on integrated service delivery issues across the Secretariat and ensure full engagement including with GMD, the HTM disease teams, CRG and the Health Finance Departments through the integration WG and team and department meetings. Ensure the GMD Implementation Specialists and the Public Health and Monitoring and Evaluation Specialists are fully briefed and supported.
- Engage with Global Fund leadership and represent the RSSH-PPR team in interactions on internal and external platforms. Support preparatory work and analytics to support governance discussions at the Global Fund Board and Strategy Committee around integrated approaches.
- Contribute to the design and implementation of Catalytic Investments related to integrated approaches, in collaboration with the Private Sector Engagement (PSE) Department. Contribute to the implementation of the Anon-funded CI, and possible expansion/ extension.
- Contribute to bi-annual reports for the Gates Foundation Set-Aside Grant, which is a new grant that aims to support country-based HTM programs through accelerated implementation and monitoring of Global Fund’s RSSH-PPR investments, improved integration of services, and strengthened collaborative surveillance. Develop examples of key barriers and measures taken to ensure more integrated approaches to service delivery, including how activities are linked to HTM implementation and impact, drawing on various country experiences.
- Support a limited number of CTs within the framework of the RSSH-PPR Team Country Focal Point model.
Subject to change by the Executive Director at any time at their sole discretion.QualificationsEssential:Master’s degree or advanced university degree in Public Health, or equivalent.ExperienceEssential:
- Strong experience working in public health particularly focusing on integrated service delivery approaches for HTM and / or maternal, child and adolescent health with a view to improved and more efficient patient pathways to care.
- Robust knowledge of gender equality and health issues, with experience taking a gender-responsive and gender-transformative approach to health policy and programming.
- Strong experience working in, or with partners in, Global Fund implementing countries and of Global Fund policies, governance and grant management.
- Extensive experience analyzing data and developing insights, and presenting this information to inform decision-making and drive consensus amongst key stakeholders.
- Project management experience, including performance management (programmatic and financial). Experience managing multiple internal and external stakeholders and effective communication across project teams and external partners
- Experience monitoring and evaluating service delivery.
Desirable:
- A minimum of 8-10 years› experience within health systems strengthening, particularly integrated service delivery.
- Experience using a variety of communication channels to enhance dissemination of policies, approaches and learning.
- Experience of working with technical partners.
CompetenciesLanguages:An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset.Functional Competencies:
